Do I need a business license if I host outside the USA?

I have a business using paypal payment I live in the U.S. and my website is in French and hosted in france but my customers are U.S and French. Revenu is less than 0/m to start and could be over 0/m future. Do I need a business license? Also it won’t have tax within payment as it don’t target witch or witch country.

    The short answer to your question is… NO. There are no licensing authorities to issue such a license.
