WordPress.com is a hosted WordPress blogging platform that doesn’t require a domain name of hosting. (It is like blogger.com.)
WordPress.org has the open source code that you have to install on your hosting. It requires access to MySQL data base. You will need to have hosting that has MySQL hosting.

STEPS:
1. Get a domain name from godaddy.com

You could do this on your local machine, but then you need to install apache, php and mysql.
Get a domain name. The domain name will need to be pointed to webspace that you buy. (I know of no free services that allow you databases.)
Once you have a website, you need to setup a database. You do this by going thru your control panel usually. You give it a username, password and database name. Then you give permissions to the database user.
Then, you upload the wordpress files to your webspace, then you follow the wordpress instructions. Then wordpress is installed.
