If you want to set up a WordPress.org blog you will need to do the following:
1) Get a domain name – e.g. yoursitename.com
2) Get some Web Space (Hosting)
3) Link your Domain name to your Hosting
4) Install WordPress
5) Start Blogging
I’ve attached a link to some videos which show you how to do it all -(for full disclosure these are my videos – just so you know!)

The short version is that you have to do 2 things first.
1) BUY hosting somewhere, this gives you a place to upload the files, login, etc. . I recommend HostGator.com
2) BUY a domain name. This lets people find your site.
Once you’ve got that done (and they both have to happen together pretty much), you can install WordPress. Some hosts (HostGator for example), give you the tools to get it setup quickly and easily through a One-Click or Fantastico install, and it’s SUPER easy.
Then it’s just a matter of setting up your site the way you want.
OR
Stick with WordPress.com, but go with one of their advanced (PAID) packages that may give you the features you need (Your own domain) without the headaches of running the whole thing yourself.
Neither is "easy" but not generally TOO hard.
