    I recently completed a similar project. I found a perfect JS based editor that was very easy to implement and best of all, free. There may be something better out there but I seriously doubt it will be free. Terms of Agreement are listed on the page.

    I have developed and am in the process of another CMS.

    The best one which you can redistribute in my opinion (even better then WordPress who obiter did design their WYSIWYG editor themselves) is

    You can see its very nice.
    I do believe Joomla used it in their CMS.

    You can redistribute their code within yours.
